What you need to rent

Renters born on or after January 1, 1982, must sign a statement of course completion or pass an abbreviated exam with a score of 90% to rent a boat over 10 horsepower. The temporary exam is valid only for the rental period, not for later trips.

Ohio Department of Natural Resources (ODNR) Division of Parks and Watercraft sets this state requirement. These rules were checked on the agency pages on Oct 14, 2026; the verdict box above summarizes the state education rule.

Before booking, ask the rental company how it handles the statement or abbreviated exam and what documents you should bring. Separately, ask about any company or booking-platform age and identification policies; meeting the state education requirement does not answer those questions. See rental age and driving requirements and boating-license requirements for renters when planning your trip.

How to get your certificate

Ohio offers online courses, NASBLA-approved classroom courses, and a proficiency exam for boater education. ODNR Division of Parks and Watercraft is the responsible agency; use its course information to confirm your chosen option before enrolling.

Online courses issue a temporary or permanent certificate immediately upon completion. Plastic cards typically arrive by mail within 3–5 weeks. NASBLA-approved classroom courses last at least 8 hours, and cards are mailed within 3–5 weeks after the class information is submitted.

The proficiency exam is free, available by appointment, and takes about an hour. You need a score of 70% to pass; this is separate from the abbreviated rental exam.

ODNR lists a service for replacement or updated online-course cards. Ask the agency for the replacement instructions that apply to your course before ordering another card.

Visitors and out-of-state cards

Ohio accepts certificates or cards from another state or U.S. territory that meet its stated requirements. The document must show your name, address, date of birth, and the NASBLA logo, with language showing NASBLA and USCG approval.

ODNR says nonresidents may operate with a NASBLA-approved certificate or card meeting those requirements. If you are visiting from Canada, ask ODNR whether your particular document qualifies before arranging to operate a boat.

Notes

Questions people ask

Note AIs an Ohio boat license called a certificate?

Yes. Ohio calls the document a Boater Education Certificate, under ODNR Division of Parks and Watercraft.

Note BCan I rent without an Ohio boating license?

If you were born on or after January 1, 1982, you can pass the abbreviated rental exam with 90% instead of signing a statement of course completion for a boat over 10 horsepower. That exam is valid only for the rental period.

Note CHow old must you be to operate a PWC?

Children under 12 may not operate a PWC in Ohio. Operators ages 12–15 need adult supervision onboard, and both must have education certificates if born on or after January 1, 1982.

Note DMust I produce my boating card immediately?

ODNR says boater education documentation must be produced within 72 hours if law enforcement stops you. Proof of cardholder information may be provided rather than the original card.
