What you need to rent

You may rent and operate a motorized boat or PWC from a livery without a certificate if you are at least 18 and receive the livery’s safety instruction. New York State Office of Parks, Recreation and Historic Preservation says renters under 18 must hold a safety certificate. The adult exemption depends on the rental arrangement and instruction; it is not a general exemption for operating other boats.

The livery must provide safety instruction for you to use this exemption. Before reserving, ask how the instruction is delivered and what documents you must bring. Separately, ask the rental company or booking platform about its own minimum rental age and paperwork requirements; those are company policies, not the state certificate rule.

Use the boating-license checker to compare requirements, and see rental and driving age requirements when planning who will operate. For local trip costs, see boat and yacht rental prices in New York City.

How to get your certificate

You can take a state-approved safe boating course in a classroom or online through the program overseen by New York State Office of Parks, Recreation and Historic Preservation. Classroom instruction requires a minimum of 8 hours. Check the agency’s approved course options and ask about the exam and completion requirements before enrolling.

After completing the course, you receive a temporary certificate valid for 90 days while awaiting the permanent certificate. The agency says the permanent certificate takes approximately 90 days to arrive. Your Safe Boating Certificate is good for life, but you must carry the original physical certificate while operating; copies are not permitted.

Some classroom instructors charge a course fee, which does not cover the certificate cost for students 18 and older. Online course fees include the permanent certificate issued by the provider. Ask for the full course and certificate charges before paying.

  • Online permanent certificate replacement: contact the course provider.
  • Classroom certificate replacement: $10.00 per replacement certificate, as checked Oct 14, 2026.
  • Temporary certificates cannot be replaced.

Visitors and out-of-state certificates

You can use a NASBLA-approved safety certificate from your home state if it was issued by your current state of residence. That is the visitor rule stated by New York State Office of Parks, Recreation and Historic Preservation. Check with the agency before relying on a certificate issued by a state where you no longer live.

Canadian visitors should ask the agency which Canadian credential it accepts before operating. The agency says the New York Safe Boating Certificate is valid in other states and Canada; that statement does not itself explain acceptance of Canadian credentials in New York.

A U.S. Coast Guard license exempts you from the safe boating certificate requirement when you carry a copy while boating recreationally. The Adventure License anchor icon on a DMV credential proves course completion in New York only.
