Do you need a boating license to rent a boat?

In most states covered here, you need a boater education card or certificate—not a document called a boating license. Whether you need it for a rental depends on the state, your birth date, the boat and any rental exemption.

Florida · rent and drive yourself

Card needed if born on or after Jan 1, 1988, on boats with 10 hp or more

Temporary certificate for renters, valid 90 days. Anyone born on or after Jan. 1, 1988 who operates a vessel with an engine of 10 horsepower or more must have a Boating Safety Education Identification Card.

How the answer is built

  • Only agency pages count. A rule from any other source is shown as not verified, with no verdict.
  • Birth year, not a date. When your birthday falls inside the cutoff year, the answer says it depends on the day.
  • Renting is its own question. Many states accept a temporary certificate or the rental company’s briefing.
  • With a captain, the captain holds the license and you do not need one.

A card, not usually a license

Most states covered here require boating education rather than an operator’s license, but the rules differ by state. Alabama is an exception: the Alabama Law Enforcement Agency (ALEA) Marine Patrol Division requires a Vessel Operator's License for motorized vessels, including personal watercraft.

Use the checker above to select your state, province or charter country, activity and birth year. Choose the activity that matches your plans: self-drive rental, with captain, PWC or bareboat charter. Read the agency attribution and check date with the verdict, and confirm any birthday cutoff against your full date of birth.

The table above lets you compare state requirements, rental provisions and PWC rules. For example, California State Parks Division of Boating and Waterways requires a California Boater Card for motorized-vessel operators unless an exemption applies. See California’s boating card and rental rules or Florida’s boating education requirements before arranging a rental.

Rental exemptions and temporary certificates

You may be able to rent without the regular education card through an exemption, safety instruction or temporary certificate. An exemption removes the usual card requirement under specified conditions; a temporary certificate provides an alternative for a limited period. These are state provisions, not interchangeable documents.

Rental-company requirements are separate from state law. Ask the operator what minimum age, identification and boating documents it requires before you reserve. Florida law itself prohibits a livery from knowingly renting a motorized vessel to anyone under 18; see rental and operating age requirements.

  • California: the Division of Boating and Waterways exempts rental-vessel operators from the card requirement. Florida: the Fish and Wildlife Conservation Commission allows a temporary certificate valid for up to 90 days.
  • Georgia: the Department of Natural Resources requires a 10-minute education video and signed safety checklist for rented vessels of 10 horsepower or greater. Illinois: its Department of Natural Resources requires rental services to offer an approved abbreviated course to renters without a certificate.
  • Missouri: the State Highway Patrol, Water Patrol Division allows rental companies to issue a temporary card for up to seven days if the renter meets the minimum operating age.
  • North Carolina: the Wildlife Resources Commission says a rental agreement naming you as the authorized operator satisfies the requirement. New York: its parks agency allows renters 18 and older to operate a livery boat or PWC after safety instruction without a certificate.
  • Ohio: the Department of Natural Resources requires affected renters to sign a course-completion statement or pass an abbreviated exam with 90%. The temporary exam is valid only for the rental period.
  • Texas: Parks and Wildlife offers a one-time 15-day education deferral. Wisconsin: its Department of Natural Resources allows an approved rental course that provides a temporary certificate for the rented boat or PWC.

Canada and bareboat charters

Canada requires proof of competency to operate a power-driven recreational boat, according to Transport Canada. The Pleasure Craft Operator Card is one accepted document; renters may instead use a completed Rental Boat Safety Checklist, valid only for the rental period. Read Canada’s operator card and rental checklist rules.

For a bareboat charter abroad, ask the charter company and relevant authority which sailing qualifications they accept for your destination. Use the sailing certificate guide to prepare those questions before booking.

Notes

Questions people ask
